Defense contractors are hiring again, but not for the jobs they cut

Software, cyber, and directed-energy roles are opening in mid-tier cities while traditional program-management billets stay frozen.

The FY-27 defense authorization cycle is landing differently than the last three. Inside Defense reporting this month shows Air Force acquisition officials previewing a directed-energy master plan, the Apollo exercise validating computer-network defense concepts, and persistent acknowledgment that software delivery timelines remain structurally unpredictable. What that means for labor: the Pentagon is hiring for uncertainty, not scale.

Job postings from prime contractors in Huntsville, Colorado Springs, and Dayton have shifted. Roles for systems engineers with cybersecurity clearances are up. Postings for traditional program managers — the ones who shepherd multi-year hardware buys — are flat or down. The work is moving toward iterative, software-heavy programs where "completion" is a poor metric and adaptability is the skill being priced.

This is not the hiring pattern of the 1997 Quadrennial Defense Review, which the current leadership has said it wants to avoid repeating. That cycle cut deep, then rebuilt around big platforms. This cycle is cutting selectively and hiring tactically, in occupational categories that didn't exist at scale a decade ago. The churn shows up in JOLTS data for "computer and mathematical occupations" within the professional services sector, where openings have ticked up even as manufacturing-adjacent engineering roles have softened.

The geographic spread matters. Coastal primes are pulling back on junior hires in expensive metros. The growth is in places with clearance infrastructure and lower comp expectations — not San Diego or Northern Virginia expansions, but backfills and net-new roles in secondary defense cities. Engineers are being asked to relocate less, but they're also being asked to accept that the program they're staffing might pivot in eighteen months.

Immigration policy is a footnote here, not a headline. Defense work requires citizenship, so H1B and O1 flows don't apply. But the domestic talent pool for cleared software and cyber roles is thin, and retention is the bottleneck. Quits in these categories aren't about dissatisfaction; they're about arithmetic. A cleared DevSecOps engineer in Colorado Springs can move to a contractor across town for a 22% bump and keep the same security badge.
