US reserve oil hits 1983 low as Russia-China ties deepen

Strategic Petroleum Reserve drops 5.5 million barrels to a four-decade floor while Moscow grants Beijing top-level clearance for military training—two data points that narrow the West's margin for error.

The US Strategic Petroleum Reserve fell by 5.5 million barrels to its lowest level since 1983, according to Reuters. That leaves the reserve at roughly 315 million barrels, down from a 2020 peak above 650 million. The drawdown reflects emergency releases during the 2022 crude spike and tepid refill activity since. At current global consumption the entire reserve represents less than four days of world demand.

The timing is awkward. Russia has approved secret military training for Chinese forces at the highest level of government, according to sources cited by Reuters. The training arrangement was cleared through channels that involve the Kremlin and senior defense officials. The disclosure confirms that operational military cooperation between Moscow and Beijing has moved beyond joint exercises into capability transfer and doctrinal exchange.

Taiwan's president used a speech to military cadets to warn against falling into "China's clutches," a reminder that the contested strait remains the most probable flashpoint. Meanwhile Xi Jinping told the Communist Party to stay adaptable and safeguard past advances, language that often precedes policy pivots or external pressure campaigns. Afghanistan launched airstrikes on Pakistan and Islamabad says it shot down drones, adding another vector of instability along a nuclear-armed border.

The reserve drawdown is not a crisis today but it is a constraint tomorrow. If oil shocks above $100 again—whether from Middle East supply disruption, sanctions escalation, or a Taiwan contingency—the US has half the buffer it had three years ago. Refilling at scale requires either sustained sub-$70 crude or a willingness to buy into a rally, neither of which has materialized.

The Russia-China training disclosure matters because it signals integration at the operational layer, not just the diplomatic one. Training rotations build interoperability, which shortens the ramp to coordinated action in a contingency. The West's planning assumption has been that Russian and Chinese forces would remain siloed even if their governments aligned. That assumption is aging poorly.
