Why now matters

The post-Cold-War peace dividend ended in 2022. NATO 2% targets that were aspirational are now floors.   4. Stage 4

    Surge

    Supplemental appropriations frequent. AI-native defense companies winning meaningful awards. Supply chain stress (rare earths, semis, energetic materials).

  5. Stage 5

    Wartime

    Full mobilization. Industrial conversion. Civilian manufacturing redirected. Historically rare; reset point of the cycle.
